WASHINGTON, D.C. – Citizens for a Secure and Safe America (C4SSA) welcomes the recent announcement by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) to issue Syria General License (GL) 24. This critical action reflects the U.S. government’s commitment to supporting the Syrian people in their efforts to rebuild following the long-awaited liberation from Assad’s tyrannical regime.
GL 24 expands authorizations for essential activities and transactions in Syria, including the provision of electricity, energy, water, sanitation, and other public services. This six-month authorization ensures that U.S. sanctions do not hinder humanitarian assistance or the delivery of basic services necessary to meet the needs of the Syrian population. The move is a vital step toward empowering Syrians to chart a new, peaceful, and prosperous future.
“The issuance of General License 24 is a testament to the United States’ steadfast support for the Syrian people as they rise from the ashes of a brutal dictatorship,” said Dr. Muhammad Bakr Ghbeis, C4SSA board member. “This sanctions relief will allow vital humanitarian and stabilization efforts to proceed unimpeded, enabling Syrians to rebuild their lives, communities, and institutions.”
The U.S. government’s decision to facilitate responsible governance and the provision of essential services demonstrates its understanding of the extraordinary challenges facing Syria’s transitional period. By easing certain sanctions while maintaining robust restrictions on Assad’s associates and other malign actors, this policy ensures that humanitarian priorities remain at the forefront while upholding accountability for the regime’s atrocities.
C4SSA believes that this policy shift will directly contribute to improving the quality of life for millions of Syrians, helping to restore critical infrastructure, stabilize local governance, and foster economic recovery. We also call on international partners to join the United States in providing the resources and support necessary to ensure Syria’s path to recovery is sustainable and inclusive.
“As Syrians begin to rebuild their nation, this relief sends a powerful message: the world stands with them,” Dr. Ghbeis added. “C4SSA will continue advocating for policies that prioritize the well-being and aspirations of the Syrian people while ensuring accountability for those who have perpetrated grave injustices.”
